The Natural Resources Defense Council has an outline of steps state policymakers should take to begin winding down the use of natural gas for heating buildings in New York. NRDC hired Synapse Energy Economics Inc., to develop recommendations on gas policy planning and released the report Monday, June 29. The proposal will be filed as part of the Public Service Commission's ongoing proceeding on gas issues. The report's recommendations highlight the increasing focus among policymakers and environmental advocates on dealing with natural gas to achieve the state's emissions reduction goals. The recommendations include several proposals that were incorporated in a recent upstate gas utility rate case and others that will require future PSC or legislative action.
