1. Swanston Joins NY-GEO Board, Franceschina Leaves

Samara Swanston has accepted an invitation to join the NY-GEO Board of Directors and John Franceschina has resigned. Franceschina, Director, Energy Efficiency and Demand Response at TRC Companies, Inc. has been Board President of NY-GEO since its inception in 2014. He will be missed!

Swanston, Legislative Counsel to the Environmental Protection Committee of the New York City Council, has been engaged in the practice of Environmental Law for more than twenty-five years. She is also a Visiting Professor at the Pratt Institute Graduate School for Urban Planning and the Environment.

Ms. Swanston previously held a position as a Superfund attorney for the Environmental Protection Agency. Her work led to the creation of the Region 2 Environmental Justice Workgroup where she helped draft the 1992 EPA Environmental Equity Report. This earned her the EPA Gold Medal, the highest agency honor.

Ms. Swanston was the first drafter of all of the local enacted legislation requiring the use of renewable energy, including the use of geothermal heat pumps, solar photovoltaic, solar thermal energy and in-conduit hydropower.

2. Report Issued on District Thermal Marketplace Regulatory Issues

Pace Energy and Climate Center at Pace University has completed a report for NYSERDA titled Overcoming Legal and Regulatory Barriers to District Geothermal in New York State.

From the Abstract of the report:

...This study considers how property rights and permitting regimes governing geothermal projects can inform potential business models to advance the technology and presents recommendations for State authorities to consider in order to scale geothermal energy technology…

The report includes Table A-1 in Appendix A listing over 30 systems surveyed, including 6 district systems and 17 campus systems.

3. IGSHPA Seeks Speakers for December Conference

The International Ground Source Heat Pump Association (IGSHPA) is having its annual conference as part of the Ground Water Week Conference in Nashville, TN, from December 14-16, 2021.

IGSHPA will have a pavilion at the conference, sponsored by the National Ground Water Association. It is also looking for presenters.

From IGSHPA July 2021 Newsletter:

...If you have a speaker that you have heard in the past, or a presentation that you think would be beneficial to our membership and market, please contact us at with the information. We are gathering names and topics for speakers, but would like to give anyone that would like to speak, or would like to volunteer a name to speak, the opportunity to send us a quick paragraph about the topic, as well as a bio of the speaker.
